关于对企业开展“国际信用评级”的通知
各省、自治区、直辖市、计划单列市相关企业：
根据全国整顿和规范市场经济秩序，健全现代市场经济信用建设的总体安排布署，经全国整顿和规范市场经济秩序领导小组办公室批准，企业的“国际信用”评级工作正式开始，现将有关事项通知如下：
一、报名时间及要求
首批“国际信用企业”评级的报名时间从2006年8月1日开始，报名截止时间为10月31日。参评企业须在截至日期前向“企业国际信用评级与推广组委会”通过网上或传真报名（报名表见附件）。本次参评的企业为大型国有、民营和三资企业。
二、 评级办法及收费标准
评级办法、评审资料提报和报名费、评审费的标准及缴纳，详见“企业国际信用评级与推广”方案。网址：www.ciimc.com。需要书面资料的可与我会联系。
企业的国际信用评级使用的《企业国际信用等级评级标准》，是中国国际跨国公司研究会联合全球最大的信用评估机构——美国邓白氏集团，在分析了大量企业数据的基础上，本着立足于市场经济、立足于国际化竞争、立足于企业信用的高起点建设，依据全面、客观、公正、统一的原则，结合国际通行规则和企业的具体情况和特点制定的。“标准”先后征求过国家11个部委、国内外30多位经济学家、100多位企业家、各国驻华商会、有关行业协会、商会的意见，召开过3次大型论证会和十几次小型研讨会，集国内外各类信用评估标准之大成，具有极高的权威性、公正性和专业性。评级工作以组织推荐和企业报名的方法进行。参评企业初审合格者，发给全球统一的邓氏编码证书。
三、 推广展示
评审合格的企业授予“国际信用企业”称号，通过国际相关组织和国内外媒体向社会公布，并在国内外开展大规模的展示活动（详见“企业国际信用评级与推广”方案）。

To: Concerning Enterprises in Provinces, Autonomous Regions, Municipalities under the Direct Jurisdiction of the Central Government and Planned Separate Cities:
According to the general arrangement and planning of rectifying and standardizing market economic order and perfecting the credit construction of modern market economy and approved by the Office for National Leading Group of Rectifying and Standardizing Market Economic Order, the work on ‘International Credit Rating’ on enterprises has formally begun. Issues concerned are hereby notified as follows:
1. Time for sign-up and requirements
Sign-up time for rating on the first batch of ‘ International Credit Enterprises’ is from August 1st, 2006 and deadline is October 31st , 2006. Enterprises which will join this rating should sign up to the ‘Organizing Committee of Enterprises’ International Credit Rating and Promotion Activities’ through Internet or by fax before the deadline (Please refer to the sign-up form as attached). Enterprises for this rating include large-scale state-owned, private and enterprises in the three forms of sino-foreign joint venture, cooperative business and exclusively foreign-owned enterprises.
2. Measures for Rating and Standard for Charging
For details on rating measures, submission of examination materials, sign-up fee and way of payment, please refer to the ‘ Plan on Enterprises’ International Credit Rating and Promotion’. Website: www.ciimc.com. Please contact our organization for written materials required.
The Rating Standard to be used for the Enterprises’ International Credit Rating is jointly made by China International Institute of Multinational Corporations and Dun&Bradstreet Corporation of the United States (D&B), the world’s leading global business credit rating institution, based on great numbers of datum analyzed and with principles of market economy, internationalized competition and construction of enterprise credit from a high jumping-off point, according to general, external, equitable and uniformed tenets and in combination with internationally recognized rules and idiographic complexion of enterprises. The ‘Standard’ was successively given opinions by eleven ministries and commissions of the state, over 30 domestic and international economists, more than 100 entrepreneurs, various foreign chambers of commerce in China, relative industrial associations and chambers. Three large-scale hearings and over 10 small-scale seminars were held. It is a grand compendium of various domestic and international credit evaluation standards and is of extremely high authority, equity and speciality. The rating work will go along by ways of organized recommendations and sign-up by enterprises. After passing the initial assessment, enterprises joining the rating will be given an internationally recognized “enterprise ID” - the DUNS Number.
3. Promotions
After the enterprises which pass the assessment are granted the title of ‘ International Credit Enterprises’, they will be publicized to the public through international organizations concerned and domestic and international media. Large-scale promotion activities will also be carried out domestically and globally. (For more details, please refer to the ‘ Plan on Enterprises’ International Credit Rating and Promotion’)
